What is Net Energy Metering (NEM)?

NEM allows customers who install on-site renewable energy systems, such as solar panels, to receive bill credits when their systems deliver power to the grid.

When you use electricity from the grid (for example, at night), your meter records the amount you consume. This information is used to determine your monthly electricity charges. When you generate electricity in excess of what you need, your meter will record credits you can use to offset your grid-supplied consumption and reduce your monthly electricity bill.


How does CleanPowerSF's NEM program work?

CleanPowerSF is a partnership with PG&E. CleanPowerSF manages the generation component of the electricity service you receive from the grid when your renewable energy system isn’t generating enough power to meet your demand.

How NEM Works with CleanPowerSF

Whether you choose our Green service, or upgrade to SuperGreen, CleanPowerSF’s cleaner electricity will still be delivered to you over PG&E’s poles and wires, and you’ll continue to receive one bill from PG&E for all your energy services. There’s no new equipment to install, no home visit required and no change to your current electricity service. PG&E’s NEM program (and fees) will continue to apply to the delivery component of your service. CleanPowerSF customers will also remain able to participate in the different types of PG&E NEM offerings such as Virtual NEM, Virtual NEM for Multifamily Affordable Housing and NEM Aggregation.


Avoid Large Year-End True-Up Statements with Monthly Billing
If your renewable energy system produces more electricity than you consume over a monthly billing period, CleanPowerSF provides bill credits based on your CleanPowerSF retail electricity rate. These generation credits you produce each month will be carried over and applied to future months’ generation charges. If you consume more electricity than you generate over a monthly billing period, that net excess consumption will be billed on your next PG&E invoice. CleanPowerSF’s convenient monthly billing is intended to reduce your bill at the end of your 12-month True-Up period.

How does CleanPowerSF's Annual True-Up work?
Each April, CleanPowerSF will conduct an Annual True-Up process to determine whether you are a “Net Electricity Generator” or a “Net Electricity Consumer” during the previous twelve months (the "True-Up Period").

If you consumed more electricity from CleanPowerSF than you generated from your renewable energy system during the True-Up Period, you're a Net Electricity Consumer. Any generation credit balance that may be remaining in your account at the end of the True-Up Period will be reset to zero as you begin the next True-Up Period.

If you generated more electricity from your renewable energy system than you consumed from CleanPowerSF during the True-up Period, you're considered a Net Electricity Generator. As a Net Electricity Generator, you're eligible to receive Net Surplus Compensation for the excess electricity you generated during the True-Up Period--with a significant premium over PG&E's compensation rate.

As a Net Electricity Generator, you have two options to receive compensation for their surplus electricity:
1) Roll over your entire Net Surplus Compensation amount as a bill credit for use on future CleanPowerSF charges during the next True-Up Period, or 2) Receive the value of your Net Surplus Compensation by check. To receive payment by check, simply submit your request within 60 days of receiving your True-Up bill by contacting us at 415-554-0773 or cleanpowersf@sfwater.org.

Net Surplus Electricity Compensation Rate ("Cash Out Rate")
The Net Surplus Electricity Compensation rate of $0.0893 will be applied to each kilowatt-hour (kWh) of net surplus electricity produced during the True-Up Period, regardless of whether you choose to receive your compensation in the form of a bill credit or check. 

When will my NEM account be enrolled in CleanPowerSF?
CleanPowerSF is San Francisco's new default energy generation provider, which means we'll be automatically enrolling existing PG&E customers--including NEM customers--in phases over time. When your account is scheduled for automatic enrollment, you'll receive at least four (4) notices by mail to your PG&E billing address with more details.

But why wait? If you're a PG&E NEM customer and ready to enjoy the benefits of NEM with CleanPowerSF, you can sign-up for CleanPowerSF early enrollment online or by calling (415) 554-0773.

Please note that when you transition to CleanPowerSF service, PG&E will conduct a true-up on your account, regardless of your scheduled annual true-up date. CleanPowerSF takes care to enroll NEM customers at a time of year that is most advantageous for each customer based on their existing PG&E True-Up schedule. How do I get started with NEM?
To participate in CleanPowerSF’s NEM program, you must also be a PG&E NEM customer. If you are developing a new renewable energy project, such as adding solar panels to your rooftop, you must apply to interconnect your solar project to PG&E’s grid. NEM 2.0 is PG&E’s new NEM program. NEM 2.0 went into effect for all new PG&E NEM customers, including those enrolled in CleanPowerSF, on December 15, 2016. For more information on the distinct features of NEM 2.0, visit PG&E’s website.
